Something with little duration & overlap to really keep the volocity up would be the most effective first step. However you really need to have a package with exhaust & fuel delivery to really make this work

A side effect of good milage is decreased high rpm performance unless we can find or come up with a variable valve train.
I'm sure you remember my basher blue celica? Well I been treeking that thing & just got 40 mpg with it last tank on 87 octane. It's slower then heck but runs cool & no issues. This is just minor tweeks to the sensors.

You have to factor the cost of these upgrades and determine just how much extra gas mileage will you get? Is it worth it?

I wouldn't make a bet that higher gearing and a cam swap will get you 50+ mpg compared to what you are getting now. I have a buddy with an '02 Ultra, which of course has the 3:15 gearing. He swapped front pulleys to gear it even higher. This year going to Daytona, he was riding solo, I was riding two-up. Our gas mileages were always with in about 2 mpg of each other. He never got better than 43 when running 75 mph or so. The difference was evident with his higher gearing in a negative way. From a 70 mph roll-on, I would pull away from him by 3 or 4 bike lengths and stay there till we hit 100. I was even sandbagged by 150+ lbs.
You can get higher mpgs outta of your bike under the right conditons, mostly going slower and easing on the gas. I went on a trip last year with the same buddy as above. We rode the Blue Ridge Parkway at 45 mph for a couple of hunderd miles. Both bikes got 54 mpg.
