Got an '04 FXD and I have always since day 1 had that problem. Down 1 quart plus inbetween oil changes.
I use between 1/2 and 1 qt every 3K miles on the '02 FLHR. Book and dealer says it's normal so fuck it. It will run on 3 as well as 4 quarts.
