I believe it's time to either rebuild or replace my oil pump. I have 89K on my EVO. There has been oil seeping/leaking around the oil pump for a while now. Also about every 10th or 12th time that I start the bike the oil light comes on. I high-rev the engine and it goes away.
So what is better, do I replace it with a better oil pump (it has to be black) or do I rebuild it?

Let me suffice what I am going to say with I have never taken a Harley engine apart nor have I owned an Old EVO, but I have worked on a lot of other things and this is just my $.02 worth.
I guess when you take it off to repair the leak you might as well take the time to rebuild it, but I wouldn't think the pump was bad because every 10th time I started the bike the oil light came on. I would think that a bad oil pump would cause the light to come on every time. I don't know if Harley uses a check ball or check valve but I would be looking into that first to see if it was sticking.
I would also think a bad oil pump would make the oil look a little milky from churning air into the oil.
89,000 miles. Sounds like good service from the pump and if there's nothing wrong with the pump body and any rebuilding kit would bring it back to OEM sounds like a way to go. How's the rest of the engine?
maybe not too related but I once had a pump go on a Chevy SS I owned and an occasional red light isn't what happened. Just sounded like a typwriter under higher RPMs from lack of oil delivery.

all good advice so far, but if it were me i'd just replace it. evo pumps are simple gear pumps and at 90k that housing is likely to be measurably worn. there are all kinds of oil pump options out there, see what you can see.
as for the start-up oil issue- check your idle speed. these pumps deliver directly proportionate to engine speed. you bike should idle hot 850-1050 rpm.

Firestarter, other than my oil pump, my manifold gasket leak, and my most recent stator replacement, the bike is running strong.
So far, all I've found for aftermarket oil pumps are the damn chrome plated ones. I black powdercoated most of my engine so I'm looking at rebuild kits also.
I think I'll write to Kagan to see if he has any and if there's is black.
