I hear there's a place in town, (Frogs) i think that does just that. I have a 50 and a 61 pickemup trucks that they can slide a pic of my make and model and set and go through all the colors of the rainbow on those particular models and see what color you like

some of the greatest ideas have been dreamt up while in altered states. i think what wide is talking about is a basic "cut and paste marries Paint" program. what bear is discussing would be that combined with a database of CAD/DWG (necessary for dimension/position) files of individual parts that could be dragged and dropped into place. to be honest, i bet most of this already exists somewhere in some form. all it would take is for one person to gather it up and put it together.
i've seen something like this at home depot with their kitchen remodeling. they take a basic layout, add the positions and type of cabinets/applicnaces, and it will generate a simulated view of the compelted work.

If you had the CAD solids or surfaces that define the bike it would be easy to change the colors.
I doubt HD is sharing that data, but it may be available underground.
Photo editing and paint programs have the ability to change colors, but it's probably not something that can be done quick. I have a ton of CAD experience, but very little photo editing and paint experience.
I almost cut my hair, it happened just the other day.
