It is not legal, it is still considered a criminal offense, it has not been "decriminalized". The police dont go around looking for people who are smoking, but you can and will be charged if you are dumb enough to light up openly in a public area and there is a cop around.
Selling it is called trafficking in a banned substance and carries stiff penalties, so no, this American myth is nothing but a lie.
