    Charging problem

I have a used '07 Saxon Griffin chopper that won't charge the battery. It's an S&S 111 with a thunderheart 32 amp 3/phase stator that puts out 45 volts a/c at 3000 rpm. Stator test out fine. I have a new battery ( 1 week old) and have installed a new Thunderheart voltage regulator from the bike manufacturer. When I was installing the voltage regulator I noticed that the ground wire went to the main harness which is in an aluminum block. I could not get a continuity reading untill I accidently pushed the block against the battery box and got a tone. The block was not bolted to the battery box. I bolted the box to the battery box and completed the installation of the voltage regulator. I have good continiuty from the regulator ground to the engine, harness block and anywhere there isn't paint on the frame. With the engine running I get no more than 12 volts at any rpm at the battery. When I test to the regulator side of the charging circuit breaker I get 6 volts. ???? Put the breaker back in and got 12 volts at the battery again. I jumped the breaker out with aluminum foil and still only got 12 volts at the battery. At no time will my meter read more than 12 volts regardless of rpm. All other electrical items work. Any ideas. My gut tells me it's a grounding problem but I can't figure out where. Any help from you motorheads would be greatly appreciated.
I still don't get any respect!!!

Do a search for Thunderheart installation manual and it gives step by step how to check the circuit.

I have that manual and have done evertything it says. My circuit breaker does not have a lug to connect the power wire from voltage regulator to the circuit breaker. It is simple crimped to the circuit breaker wire.

I finally got the battery to read 14 volts while running. I had to bypass the circuit breaker and connect directly to the battery post. Meter reads 12 volts at idle but goes to 14 volts at about 2300 rpms. I off to get a new harness and circuit breaker. Thanks for the help.
