Drop-in front lowering kit

Getting ready to install a burly brand drop-in front lowering kit on my 07 FXSTC as soon as the seal kit I ordered comes in. After refering to the trusty, but sometimes confusing, services manual it looks like I will only need to replace the top oil seals. Do the top seals require the intallation tool that I've read so much about or is that only for the bottom seals in the slider? The service manual makes no mention about a special tool required to install the top oil seals that are directly beneath the top slider tube cap and washer.
